With the rapid development of China's economy, the demand for electricity in all walks of life is increasing, and the imbalance of power consumption at different times is becoming increasingly serious. In order to alleviate the increasingly acute contradiction between power supply and demand in China, adjust the load curve, improve the unbalanced electricity consumption, comprehensively implement the time-of-the-art price system of peak, average and valley, improve the power consumption efficiency of the whole country, and make rational use of power resources, the power departments of some provinces and cities in China have gradually launched multi rate energy meters to charge users' electricity consumption in time.
In April 1995, the State Planning Commission, the State Economic and Trade Commission and the Ministry of electric power industry jointly held a national working conference on planned power consumption in Shanghai. It was decided that the time of use price system should be implemented in a planned and step-by-step way in all major power grids in China in three to four years. The overall goal is to transfer 10-15% of peak power from each network, and to achieve the goal of transferring 10-20 million kilowatts of peak power across the country. The scope of implementation is not only for industrial and commercial users, but also for non industrial and agricultural power consumption. In areas where conditions permit, i.e. residential areas where one meter per household has been implemented, there will also be a planned development of low-level power consumption and the implementation of peak and valley electricity prices, so as to improve the utilization rate of electric energy and improve the power quality of residents. Different time periods and different charging standards are adopted for power users. We should encourage electricity consumption in the low season.
